EU compliance handled
by qualified experts

Placing a cosmetic product on the EU market requires more than a good formulation.

Since July 2013, EU Regulation 1223/2009 mandates a structured body of documentation that must be prepared by qualified professionals and filed correctly — before a single unit reaches a shelf.

We manage that process for you.

Three mandatory requirements under
eu regulation 1223/2009

Safety report

CPSR

Compiled by a qualified safety assessor before market placement

Product notification

CPNP

Each product notified once via the EU portal before sale

Product Information file

PIF

Complete technical dossier retained for 10 years

Cosmetic Product Safety Report (CPSR)

Mandatory

The CPSR must be authored by a qualified safety assessor — a professional with demonstrated expertise in toxicology and cosmetic science, as specified under Article 10(2) of Regulation 1223/2009.

This is not a document that can be completed without the right credentials, and market surveillance authorities take it seriously.
Our safety assessors have more than 30 years of experience in cosmetic product safety.

We compile reports that meet the full requirements of the regulation and hold up to scrutiny from authorities in any EU member state.

Mandatory

Every product placed on the EU market must be notified via the Cosmetic Products Notification Portal.

The submission must include product information, composition data — including any CMR substances and nano-materials — and labelling details.

Toxicology centres and hospitals in member states rely on this data in the event of a consumer safety incident.

We prepare and submit CPNP notifications accurately and completely, ensuring the information on file matches your final formulation and packaging.

Mandatory
The PIF is the complete technical record of your product — a dossier that must be maintained and made available to competent authorities for ten years after the last batch leaves the market.
Gaps in the PIF are a common compliance risk, particularly when documentation from raw material suppliers or testing laboratories is incomplete or missing.
We compile and organise the full PIF on your behalf, including:
Safety data sheets (SDS)
Raw material specifications
Certificates of analysis (CoA)
Packaging specifications
Cosmetic Product Safety Report
Microbiological challenge test
Product stability tests

EU Regulation 1223/2009 is explicit: the safety assessor must hold a degree in pharmacy, toxicology, medicine, or a related discipline.
Our assessors meet and exceed these requirements.
Your CPSR is signed by a credentialled professional — not outsourced or delegated to general staff.

"Formula data, ingredient lists, and product specifications shared with us remain strictly confidential. NDAs are signed before any technical exchange begins."
